For international travel, Toyota is the gold standard because - as the largest manufacturer in the world - parts and service can be had anywhere. In Africa, Land Cruiser is up there too, but not so much in Latin America, I think.
Recently, Jeep has been encouraging overlanding in the Americas, and you might find a local shop that can get parts and service. If so, a TJ might be a good option in your price range. But I would verify that beforehand.
Unfortunately, no matter what you choose, used car prices are distorted right now, and finding a good 4x4 for <$7k is going to take a lot of patience and leg work, and probably some refurbishing.
