Scotty I want to buy a new ram rebel but the ones I see the windshield wipers don’t go all the way down they are half way up. What is the cause for that?
Somebody shut them off in the middle of their cycle.
You were at a dealer's lot, right? If you turn off the ignition with the wipers on, they'll stop where ever they are. Turn the switch off and then turn the ignition off and they'll return to the park position. Obviously, some salesman had nothing better to do.

Are you saying all the vehicles which you saw had their wipers halfway up, across the windshield?

I currently don’t have a picture.. A months weeks ago I went to this Offenburg dealership now they’re closed I don’t know why. But they aren’t in my area anymore but there is one that I see with the wipers halfway up. It bugs me in starting to see more and more and more of it and now I’m curious of it
