Sputtering and gas smell

03 Honda accord sputtering when accelerating, smell fuel (gas)

Hi, my sister bought a used Honda accord 03. It has 141,000 miles, it’s looks perfectly taken care of inside and out. After 3 weeks it started sputtering when accelerating and she smells gas. It seemed to have stopped doing that after a week but then started back and hasn’t stopped. She doesn’t drive highway miles often and works close to home. She does Not smell rotten eggs and the check engine light does Not come on or flash. She hasn’t gotten any codes read yet. 
thank you in advance for help. One mechanic wants to start fixing and replacing everything small to greatest most expensive. I would like to rule out what isn't needed.

That thing is 20 years old so there are a lot of suspects. The smell may be from the evap system due to deteriorated hoses. The sputtering and lack of acceleration could be from a clogged air or fuel filter, or a weak fuel pump.

Beware of shops that want to just load up the parts cannon. Codes and data would be helpful in figuring out the problem.
