I took the boot off my tie rod ends and it had brown liquid that came out of it...could the rack and pinion be going bad

There should be no liquid in there that means the seals are starting to leak in the rack it should have absolutely nothing but do check it again cuz maybe got lucky in the boot was ripped and that's a little rust from water that isn't too bad it's power steering fluid leaking that's bad

No rips or anything....how bad of a job am I looking at to replace rack
