I have a 2005 Subaru Baja turbo with 150k miles and I let it sit for 3 years at first it wasn't starting but now it is but now it wont go over 20mph and its in Africa so nobody has a scan tool im in the US what should I tell them to check out?

Find an "old" mechanic (like Scotty). Lots of cars were diagnosed and fixed pre- OBDII scan tools (1996). Does it rev up while in neutral? What do the spark plugs look like, is the turbo spinning freely, whats the compression, is the fuel pump working properly?
I would first look at the fuel system - in 3 years, gas goes bad and gums up the whole fuel system, and a hot and humid climate would exacerbate that problem. Drain and clean everything from the fuel tank to the injectors.
