You're gonna risk your neck to weld the metal that is already fatigued and failed ? I wouldn't.

no. It's rusted from the inside.

It possibly could be repaired, but it would have to be removed from the car. At that point, wouldn't it make more sense to get the part from a junkyard/recycler? That's a pretty large hole/crack in a pretty critical part.

It is a better idea to get the part from a junkyard.
