I have an 09 Camry, 2.4L. Everything with the AC seems to work just fine however, it does not blow cold air. I hooked the gauges up to it thinking it just needed to be charged. It does NOT. It has a full charge of Refrigerant! I also, changed the engine fans because one was not working. That did not fix the problem! What the heck could it be , Scotty?

It has a full charge of Refrigerant!
You don't know that. With modern variable-displacement compressors you cannot judge the charge level by pressures. The only way to know you have the correct amount is to evacuate and recharge the system. It's not unlikely that some refrigerant has leaked out over the last 14-15 years.
You could also have a problem with your temperature blend door not permitting cold air to get into the vents.
