My steering wheel is extremely stiff to the point where I can’t turn the wheel at all. I added Auto transmission fluid (which is what my vehicle recommends), and it initially started turning again, but then it stopped. I checked under the car, and there are no leaks.

Check to see if pressure from the power steering pump is up to specification. If the pump is OK the steering rack is most likely bad.
Ok. I’ll see if I can check that. The steering wheel is turning now but it’s still somewhat stiff.
There are pressure gauges made for testing power steering pumps. (There are youtube videos showing how to use them.) Possibly some auto parts stores may loan those out.
