1979 Firebird Formula restoration. Where do I start?

I have a 1979 Firebird Formula (Factory 400 with cam that's 501 lift / 292 duration with roller rockers hydraulic lifters) that has been sitting in my garage since 1993. It was running when I parked it but I took the carb (Holley 780 dual line) and valley pan off and never got back to it. If you were to start to get it running again, what would you do first? I am guessing I need to order a new gas tank as the gas is probably varnish at this point. Do u think the motor needs a rebuild since its sat up so long?

The worry about the motor would be if it's locked up so my advice is take out all the spark plugs squirt oil and the holes then turn the engine over by hand using a 4-ft bar and a socket and see if you can spin the engine over two or three times if so it's not locked up and engines should be okay. I would remove the gas tank and have it cleaned at place like a radiator shop that does that or just replace the gas tank then I see if I can get it running with a new battery
