1985 Honda CRX 1.3L SOHC 385000 Mi
I use this car as a daily driver to save money on gas instead of driving my truck.
I had a new carb put on, all of the vacuum lines were reattached correctly and I had my friend (a mechanic) tune it to 600 RPM at idle. The next day the idle RPM was at 2000 - 3000. When the clutch is pressed in the revs shoot up and once shifted the car accelerates on its own.
Is this just a vacuum leak? I am trying to do this as cheap as possible.

Is your throttle linkage sticking? Is the linkage stuck on the fast idle cam? Idle speed screws adjusted properly? What kind of carb did you install? OEM or Chinese knockoff? Float level and jet sizes OK?
1980s cars with carbs tend to have complicated carburetors and very complex emission control systems with miles of vacuum lines and vacuum-operated control gadgetry. The chances of all that stuff working properly after 40 years is pretty low. However most vacuum leaks would tend to lean out the mixture causing rough running rather than boosting the idle.
