How do I fix misfire

1987 chevy nova 4alc 1.6L 4 cyl. toyota engine carbuetor. 78,000 actual mileage

#1 plug is misfiring brand new plugs, plug wires, dist cap & rotor. When i fire it up it starts immediately and still is running on 3 cyls when cold after warm up then it will eventually run on all 4 cyls. When i check the #1 plug its running rich black color the other 3 plugs are normal color. I checked the valve adjustment & no tight valves. The compression on the engine is #1 160lbs  #2 165  #3  165  #4  165 The vehicle has the california smog devices on it. Thanks Scotty need you help!!

If your #1 plug is black either that cylinder is running too rich, or it's shooting oil past the oil control ring or pulling oil through a bad 36-year-old valve stem seal.
