1987 honda crx hf D15a3 mortar weber carburetor

I got a 1987 honda crx hf with a new D15a3 motor with a new weber  carburetor that sat during the winter time. It didn't start I fixed it up it was just the firing order was wrong. But rn the car stusers about 1500 rpm and it sometimes doesn't want to go over 65 mph. So what you think it is I think it could be the fule filter or something.

Well so many things can do that realize even a new carburetor if it sits for a winter can start to congeal fuel and crystallize and you have to take the carb apart and clean all the small holes. But of course check the filter. Make sure it's not clogged
