Of course check your fuses. On many cars, the second fan only activates with AC on, so it may be on a separate circuit. You can easily tes the second fan by unplugging it and running a jumper wire (hot lead) to it.

That fan is working with a manual 12 volt and only works when i press the switch button. I really want to fix it because i want it to work with the other fan.

generally that means that the other fan motor is burned out give power and ground to it to see if it's burned out but if it's not that watch my video fixing cooling fan on your car Scotty

The Fan does work if power it 12 volts and maybe could be a faulty Cooling fan switch. I already checked the relays and fuses. they all looked fine

Yes, try testing the switch /temp sensor!
