The power steering is a different issue entirely as to why your car died in the first place. 3 things you need for your car or any ICE (internal combustion engine) vehicle to run, air, fuel, spark are the broad categories.

Even without jumping does the key turn the engine over or are the lights on? (Spark) do you hear a fuel pump "prime" should be a notable sound coming from near the gas tank area (fuel) and is your airbox or exhast clogged for any reason? Very unlikely situation but if the engine can't breath then car won't start (air) is just a few things to look out for.

Most common is just battery failed hence the jumper, but dying again for me would signal to the alternator not charging the battery. Of course PS fluid all over it would probably not help. My bet is alternator but something is wrong with the PS system if it spewed fluid everywhere. I would absolutely not put in more stop leak or anything of that sort... It will just make it more of a pain to fix later if not already since it sounds like there is either a clog there+pressure buildup or tears in some areas.
