New Battery and NEW Alternator. I went through all your tests and some of my own. All Fuses (including Main 80A, Fuel Inj 30A and Meter fuses) OK Visual and with Test lamp. Key ON Engine OFF Charge Light ON. Engine ON Charge Light OFF. Voltage at Battery Engine OFF 12.67V. Engine ON and on load 11.98V. Alt Positive to Battery Neg Engine Running 12.63V. Voltage Drop Battery Neg to Alternator Case/Engine Block and Chassis ground 0.00, 0.02, 0.01v. Battery Positive to Alternator B+ post/nut/wire 0.11, 0.12, 0.11v.
From that information it seems like power is not going to the alternator to energize it. I would fix that wiring perhaps the ignition switches is not sending power to the alternator
