- My buddy's 1994 Deville doesn't start on some days and when its on it stalls when slowing down or at a full stop. (No CEL)

Given the little info, maybe it has a massive vacuum leak and its running lean? If the mixture is too lean when trying to start it might not be able to fire right. Cars can run okay at higher speeds with vacuum leaks but the problem becomes more obvious at low loads/ when idling.
