after stopping at a light it accelerates ruff for about 5 seconds. I have changed spark plugs
wiring and have started using 96 octane fuel to avoid the fuel with corn 🌽 in it

Seems like a vacuum leak or fuel issue... if it has a map I would start around there and make sure it's getting proper vacuum pressure.
If the throttle body is gummed up it can cause it to idle poorly.

Just to be clear, it only runs ruff after a stop. It does not run ruff if you floor it or put it under load?

Only on take off and idles perfect
I find that if i put high octane fuel ⛽️ problem stops. 94 octane
Have you checked the compression?
