Disconnected from the transmission to put in neutral to move it but the gear shift won’t budge any ideas?

Are your brake lights working? The shifter interlock is wired to the brake light switch. That's why the shifter won't move out of Park unless you're stepping on the brake pedal.
If the brake light switch breaks, or the brake light fuse blows, the shifter interlock can't tell that you're pressing on the brake pedal and it won't release to let you shift out of Park
Brake lights are working I did press the brakes it’ll only move about halfway to neutral
