My headlights and tail lights turn on as well as my high beams and parking lights and hazards work too but for some reason my turning signals stopped working. I know the 2nd gen rams are notorious for having electrical issues but it went from working today on the highway to not working to working back to not working again. does anyone know what it may be and my dashboard also does not turn on anymore either

Well your dashboard doesn't work either so I would assume you have either a power short going from the ignition switch to the dash and to the turn signal assembly. Or you have more than one problem like your turn signal flasher has gone bad or the turn signal switch itself is broken
