my friend has a 1995 Toyota Pickup with a 22RE engine 5 speed manual 4x4.
when the brake is applied the RPMs fluctuate between 800-1100 RPM and when the brake is released it fluctuates between 1400-1700 RPM. The truck is running and and you can hear the engine revving when it climbs the RPMs. When driving it either doesn’t happen or it’s not noticed. This really happens at idle. Thanks for the help.
EDIT: This problem does not occur when the engine is warm, only cold/not up to operating temps.

Look for vacuum leaks.

Like @yaser said, vacuum leak. Especially check the large vacuum hose from the intake manifold to the brake booster, and the booster itself.
