I recently acquired a 1.8 ST200 Celica but it won't idle (but runs fine with a little throttle at 1100 rpm) after a cold start until after a minute or two warm up. It only happens on the first start, it's fine after that even when left for a few hours. The car had been laid up for a year and the problem did not exist before that. I have listened out for air leaks and checked all the pipes and not found anything obvious. Otherwise it runs just fine.
Since it's a 1996 model it should support OBD2 diagnostics. Have you done a diagnostic scan for codes and live data?
@chucktobias I looked for an ODB port but this car doesn't have one, it's a UK model. I may try the jumper wire/flashing lamp method to see if anything comes up. I'm beginning to suspect the ISC valve so I sprayed another shot of carb cleaner into it.
Okay they said for a year things will clog up. I would first say run some good fuel injection cleaner through the car and also do my video make your car run better with a little spray cleaner.

I have already run some Redex fuel system cleaner through one tank load and sprayed carb cleaner into the throttle body and down the slot in the body. I read somewhere these don't have a MAF.
