I have a 1996 Ford Econoline with a 4.9L engine. It sometimes will not start. I have replaced the fuel pump, relay, filter, plugs, wires, coil. Today, I used starting fluid and it started and is running fine for now.

Well the next time it doesn't start you might put a fuel pressure gauge. You're having mechanic test of fuel pressure. If you have fuel pressure and it won't start, it's not the pump but it's that the fuel injectors themselves aren't being pulsed by the computer. Often a bad crank position sensor will do that
