What would cause my truck to have hesitation?

1997 Toyota Tacoma 2.4 manual trans

A month ago fuel pump went out in truck. Replaced fuel pump truck ran great about 2 weeks. Then I started getting sluggish hesitantation on acceleration. Replaced fuel pump again thinking I got a bad pump. No change, changed fuel filter, spark plugs, wires,rotary button,distributor cap,  ignition coil fuel pressure regulator. Cleaned injectors and new seals on injectors. No changes still takes off sluggish. Starts great and will run. No Check engine light or codes during this whole time. Pulled ECM no corrosion, burnt areas, pins clean and straight. Hooked up OBD 2 monitor it can't connect to vechile systems. What can we be looking at.

Well if you can connect to see what's going on. Either you have some type of wiring or sensor short or the computer itself is gone bad. Those are the three things that make it not able to read. So check for shorts if any of the sensors have gone bad and if it's not that generally the computer itself is shorted out internally
