Scotty, I have been looking for good reliable used car to drive a while and give to my kids next year.
there is a 1998 grand marquis with 49k miles. I know someone who knows owner. Was parents car hardly driven. I have read after 2003 the suspension was better. But would you trust that old of one of it checks out at my mechanic? Asking about 5500 would try to go lower.

The mileage is suspicious. Try to dig up some documentation on it.
It's got 24 years on it which comes with risks like rust, rot, aging plastics, rubbers, wires etc. I would NOT call it reliable.
It could make an OK beater, but not for that ridiculous money. The owner is just trying to play chumps on the hot market. Don't be that chump.
No real reason to disparage seller or call someone a chump. Careful reading would show that I already know the owners and it was a grandparents car. And that I would offer lower. Anyway, thanks.
