Hey Scotty , I have a 1998 Toyota Camry with well over 400k miles . I’m having this issue I just can’t figure . The heater/Ac vent is stuck in the defrost I cannot redirect the air flow to the normal vents . I’ve changed the ac / heater controller 3 times ( yes different controllers ) and still nothing . I believe it might be stuck ! But the mechanic in my area just tell me to keep changing the controller ! HELP? What can it be ? Thank you Ricsrdo Beltran

The flaps are probably stuck or broken, or the motivators have gone bad. You'll need to tear into the dashboard to find the problem.
