1998 Volvo S70. 80k miles. Has a low idle and stalls every time I try to start cold. When the engines hot it wont stall but still has a low idle. Any thoughts

Check the fuel system by Changing the fuel filter and pressure test the fuel pump.
I am not experienced with that but if there is any chance that that issue is related to the transmission in any way it probably is because those older volvo's had gm transmission designs and they only got the transmissions to work around 2004 or so with AISIN toyota transmissions. If not, refer to other people.

This Volvo has an Aisin transmission (not sure if 4 or 5 speed)
I see. You have an s70 which is a pretty good car not those 850's which are 70's designs which are contrary to believe not safe at all. Hope you can find the source of your problem!
Check the IAC (Idle Air Control) valve for proper functioning, also check vacuum hoses for leaks.
