Hey Scotty, I have a 1999 celica. The taillights stay on even when the car is off and the key is out. I am not sure it is related but I just put in a new battery (old one was 5 years old), new remanufactured alternator (maybe first time it was replaced in 23 years?) and new alternator connector (crumbled apart when I tried to remove it). I think the problem with the lights may have preceded all the replacements (and maybe was the final straw on the battery and alternator) but not sure.
I don't know much about cars I could be wrong but the same thing happened to my old Buick I used to have could it be your brake light switch? It's usually located under the steering wheel the switch or sensor could be bad but that's all I really know so hope it helps
