what is the reliability like on a 1999 Ford Taurus SE 3.0 v6 24v

Not good. I don't know how many miles the one you are considering has, but most were LUCKY to see 150k miles without significant repairs.

I'm pretty sure the weakest part of those cars was the automatic transmission. I've heard of many having transmission issues as they went over 100-150k miles. My mom leased one when they were brand new, and we missed that car after she traded it in. We found out 10 years ago when I was reaching driving age that they can have transmission problems. I've always liked the styling of those cars and wanted one as a first car.
