I have a 1999 Honda Civic DX which I recently changed the motor to a 1.5l JDM Motor due to a blown head gasket. I am now getting a throttle surge every time the AC is engaged. It goes away as soon as you turn the AC off. With the AC off it runs just fine. Check engine light just came on with this code PO172, right bank too lean. Are these issues related? Any ideas what it could be?

Take it to whoever swapped engines? Code indicates your exhaust sensor is reporting too much gas.. so this sensor is informing ecu it's detecting out of range because you're running way to rich. Need to find out why.
With the AC off it runs just fine
Have the car scanned and get live data like STFT, LTFT see what shows up..
Are these issues related?
Well.. anything's possible. You obviously have at least one electrical issue.
