i am thinking of buying a 2000 chevy geo prizm 164,937 miles on it for 2,695 dollars is this a good car?

They can be OK cars but you don't really want to be buying them. They certainly aren't worth $2,700 and are usually in very rough condition. I wouldn't seek one out for over $1,000.
Those are the kind of cars you get for $800 off the side of the road, not 2,700 from some dealership. Don't waste your money

It's a waste of money. A 21yo economy car with high mileage is going to disappoint you.

Sure, that was a rebadged Toyota Corolla. Those were good cars.
