I have a 2000 ford excursion 6.8 v10
I have replaced the starter and secondary selonoid along with fuses and relays.
But it keeps trying to start its self with key off and out in at a lose with this what else could it be

Start with the ignition switch & the wiring running to it.
Is there any remote starter installed on this vehicle?
If all else fails, call a good exorcist.
No remote start... do you know any one for the exercist

Sounds like the system is seeing a complete circuit somewhere. If possible get a wiring diagram of the system and start checking wiring starting from the ignition switch and go from there.
