I have a 2001 Honda Civic and the engine is running about 145 all the time what might be the problem

The problem might be a thermostat stuck open. How old is it?

Your code reader depends on the proper functioning of a temperature sensor, probably the same one that operates your dash gauge.

Replace the temperature sending unit.  Refill the cooling system and burp the air out.

Put in a higher temperature thermostat. If that doesn't work it's just giving you the wrong reading
