The engine will not idle, when starting the engine rpm surges between about 1500 and 2500. Even with a hot engine it will surge, maybe with a little bit less variations. What can be the cause? Different shops could not find the cause. Car is a European model, hence the 2.0L V6.
When you put in Drive, does the rpm stay high?
Have you changed the ICV? How about cleaning the MAF sensor?
Thanks for the reply. The car was fine till it suddenly started this surge starting a cold engine. Warming up the surge was a little less. Putting in drive rpm fell, but that was because you had to hold it on the brakes, releasing the brakes and it would accelerate. Warning light showed on the dash and several shops with OBD diagnostics and money spent could not solve the problem. They erased the warning light, but it came back on so it would not pass inspection.
I cleaned the air control valve and thought I noticed a small improvement so I replaced the air control valve with a Hitachi unit, however it did not solve the problem. Over some time the surge has improved with the warm engine so it runs more or less steady at high idle, about 2000 rpm.
With ICV, do you mean idle control valve, if so what is that and where to find it? Is it possibly the same as the air control valve that I replaced? Nissan calls it 237812Y011 IACV-AAC VALVE.
Yes, the MAF sensor has been cleaned. Could the throttle position switch possibly have anything to do with it?

It is a good idea to check the throttle body assembly. Play with it to see if you can lower the idle rpm.
Also check for vacuum leaks
