Unfortunately there isn't going to be an overly cost effective solution. The cheapest option would be an aftermarket universal converter. However I don't recommend those. My suggestion would be an aftermarket direct fit converter. Two of the best brands are Walker and Bosal.
Does your state need emission inspection?
Even if his state doesn't it is still illegal to not have a catalytic converter.
Yeah, but in this case he can get one from junk yard and does not worry about the inspection.
@yaser believe it or not it is actually illegal for junkyards to sell catalytic converters.
Rock Auto has a compliant cat for around $200.
