I have a 2002 Honda Civic LX and it's making a rubbing sound at 55 mph or more on the front passenger side what could it be

Could be a bad wheel bearing.

Look to see if the plastic in the wheel well on the passenger side has come off, or is loose that 55+ would push it against the tire.
It comes and goes the noise

when I wiggle the tire on the ground the driver side has no play but the passenger side does

You may want to consider investigating the cause of the looseness. Just a thought.
