I have a F250 5.4 gas engine that is showing about 70 psi at the spark plug. is there anything that i can do to fixed this short of having the heads pulled and replace valves?

No, but you should do a wet/dry compression check and a check for a head gasket leak so you know what you're getting into, cost-wise vs the alternative of a rebuilt/reman/used V8.
