The problem can be that the 20-year-old motor that operates the transfer case, or its wiring, is shot. If the failure is not due to something simple like a blown fuse, bad relay, or loose or corroded connector the 4WD system should be be tested with a bidirectional scan tool to find the source of the problem.
The mechanic I took it too told me that a transfer case is binding
And that he took off the actuator and it was actuator out of the transfer case, but it’s not doing anything in the transfer

If the transfer case is actually binding then obviously nothing you do with the actuator is going to help. A professional-grade bidirectional scan tool would be able to test the actuator and control module but not the mechanical internals of the transfer case.

Never been out that way. There are some mechanic referrals in the FAQ but unfortunately none in your area. Your best bet would probably be to talk to friends and family to see what mechanics they're happy with.
