I was told I could put 2007 rotors and calipers on my 03 and its an easy exchange to get larger brake rotors and better stopping power. Is this a good or a bad decision to change over

Sure if you want a little bit better breaking go right ahead
What is the outside diameter of the 07 rotors ? What is the INSIDE diameter of your wheel ? Will the 07 caliper fit into the 03 mount ? Will the larger 07 caliper contact the inner webbing of your wheel spokes ?
Have you asked any of these questions ?
What I'm trying to point out here is that is a lot more to consider here than just a rotor swap.
Or you can get on a forum and believe some stranger when they say "sure, go ahead".
