My particular Honda Element model doesn't have a cruise control. How difficult is it to install an after market one in a 2003 Honda Element DX? Without having to saw off an arm and a leg?

Not difficult at all. And you don't even need to saw off your arms or legs. Although, you may need to saw a tree limb ...
but maybe you live in Europe, and trees are hard to come by. I have you covered. There's usually PILES of these just laying around. Especially old buildings.
Thank you for your response. I had thought about this, too. My one big concern is, if you need to avoid traffic near you, how quickly can you stop or evade any problems? Your idea is definitely novel. Attempted to find a local repair shop and they wanted $900 to do it. I suppose some might consider it "cheap". Again, thank you for your time and quick response.
