I found a used 2003 toyota tacoma for $12k with a crew cab, 4x4, bed cover, and v6 engine with 98k miles. From the pictures, I did not see any rust on the sides or back at all and the interior is very clean and so is the rest of the exterior. The 4x4 is perfect for me because I live in the Northeast. Is this a good buy?

Have a good mechanic check it out. To me, it sounds like a good deal but because of where it is located I would want it checked thoroughly for rust.
If it passes a mechanic inspection, offer $10k and see what happens. Not a bad deal in my opinion IF it checks out.
