Looking to buy this 2004 Camry LE with 213k miles from a third party. Need some insight on what that noise is under the hood.

It could be many things. It's for the owner to diagnose. Why buy a high mileage car with problems?

Better question may be what is that sound and what do you guys think may be wrong?

It is hard to tell from here but it almost sounds like you're getting a knocking sound. Have you checked for codes and live data? Made sure all your belts are in good condition?
