I have a 2004 ford crown victoria and it cranks but wont start i had a P1233 code that the scanner told me to replace fuel pump to and research told me fuel pimp driver module instead so i changed both along with inertia switch and then when i tried starting it i kept getting rapid clicking sounds so i replaced battery and alternator but i still get the clicking sound and rapid clicks on the starter that i can feel after a couple cranks unless car is on jumper cables and my mass airflow intake tube keeps popping and blowing air out instead of taking it in what needs to be fixed ? i believe i need a starter solenoid and what ? mind you it is a police interceptor so the police must have rewired the pcm somewhere else because its not in its normal spot on the wheel well but car still cranks just womt start and i still get codes that the pcm is supposed to tell you so im assuming its just wired some place else for police purposes.

Well, I'd start by checking the battery cables and all the wiring because if it clicks it means they're not getting enough power. And if you find you need to put cables on it, check the wires that you're putting the cables on for any kind of internal short. Also of course load test the battery and all that stuff to see if it's weak and if it starts. But then after you run it a while it doesn't restart. That is being the battery wasn't being recharged or you had a drain on the battery causing it to get too low
Thank you Scotty, but what about the p1233 code ? did i handle that right ? and what needs to be fixed for the intake popping and blowing air out instead of sucking in ? because even after its fully turning on its own or on jumpers it still wont turn over and will keep doing that popping on the intake tube and blowing air out.. are you saying cleaning the cables should fix the whole thing ?

sounds like the timing is off. Make sure spark plug wires haven't been moved around.

You need to stop replacing parts, and start doing more testing, measuring, and diagnosis
I have a 2004 Crown Vic Police interceptor that cranks but wont start i have replaced all the possible components both for fuel and spark battery, spark plugs, ignition coils, cleaned cables and replaced terminals, replaced fuel pump, injectors, and replaced both air and fuel filter but yet still only cranks but wont start and while it cranks sometimes itll start for about 15 seconds and smoke will come from exhaust then a pop will come from air filter box and itll stall. i hooked up my scan tool and got a p2197 code. an older guy said i could need a timing chain is that the problem please help me.

Did starting fluid make any difference? How much fuel pressure did you measure?
Did you follow the troubleshooting for your diagnostic code? (P2133). Is the FPDM powering up? Fuses are ok? Connections on it are all good?
Understood. Sorry about the confusion. the p1233 code is gone after i cleaned connection and i dont have fuel pressure gauge so i had a shop do it and they said pressure was good but to double back a little i used a screw driver on the pressure gauge thingy and fuel shot out but yet still just cranks and makes the popping sound from intake box and sometimes itll crank over for about 5 seconds but then stall and yes fuses are good
