My 2004 Honda Civic has tires that are 185/70R14 (4x100). Can my vehicle take a bigger sized tire? Looking for 15/16's.

Do not do that. The tires sixes are designed by the engineers to have the best performance. Changing them, besides affecting the car performance, it results in false reading of the speed and odometer reading.
