Every time it's wet out it becomes real hard to steer the car. It comes and goes and then when it's dry no problems at all.
Mileage?

Check your tires if they're getting balls that's really going to create a mess that but if not that sometimes it's just a loose or worn power steering belt

Assuming it's hydraulic power steering the belt that drives the pump may be slipping when it gets wet.
