Hey Scotty, I have a 2006 Acura RL with a 3.6 VTEC motor. I had someone change my water pump which the timing belt is around it. He didn't time it correct so now it's not starting at all. When I go to start it, it some times backfires out of the top. What's the proper way of getting it back into time

Take it back to the guy who got it wrong and have him fix it.

You paid for the service and he screwed something up; take it back and give him a chance to fix it. I’ve had to do that a few times here and there with my mechanic in the past.
.
Usually a good mechanic will back up his work/labor with a limited warranty.
