Scotty,
My compressor and condenser fan are randomly engaging apart from each other and of course, the system is not cooling off properly.
Refrigerant ok, compressor, condenser, expansion valve, pressure valve are OE/OEM (Denso/Honda) and are all 2 years old.
What is going on? Do I have a relay issue? What to look for in a decent ODB scanner?

Possibly. In most cars the condenser fan will switch on and off with the compressor, controlled by a relay or relays. Of course in modern cars it's ultimately controlled by computer.
