The brakes do not grab until the pedal goes to the floor. There is no visible leak in the system. I was only able to bleed one line as the other valves were rusted shut. No air in the one I did. Car has about 90,000 miles. Do you think it would most likely be the master cylinder because it is full of brake fluid? Do I need to have working bleeder valves to replace master cylinder? Thanks

It could be. You may also have air in the ABS module.
