I recently changed both belts. The adjusting screws on bottom and top have seized. The water pump is stopping and going causing a squeal. Is it the adjusting bolts or the water pump?

If you take the belt off that drives the water pump does the pump turn smoothly by hand with no noise, binding, or looseness in the shaft? If I understand you correctly that car has manual adjusters that have seized up. You won't be able to get proper tension on the belt until that's fixed.
