I currently possess a 2007 Infiniti m35x with power steering issues. I recently changed the power steering pump, added new power steering fluid, and bled air out of the system, all to no avail. There are no leaks and for some reason, the fluid is not circulating in the power steering pump reservoir.
What could the problem be?

I don't think it's supposed to "circulate" exactly. There is a bit of exchange but not much.
