2007 Toyota rav4 v6 heater fault

My 2007 Toyota rav4 (155k miles) v6 heater is not blowing hot since i bought the car from NY two years ago, the mechanic I took it to flushed the heater core but it only helped the heat blow a little bit and heat is not blowing out of my passenger vents. The mechanic told me i need a new heater core. But i read online where it says if the inlet and outlet heater hose are both hot, the heater core is working fine. Both the heater inlet and outlet are hot everytime i touch them with my heat on high. But i noticed a little leak or breakage on one of the hose.

Please help.

Your fan may simply be weak but replacing with a high flow electric fan might help this issue. Do you get better heat flow when driving down the highway?

No difference when driving on highway and city.

I am going to say that you may want to have a professional take a look at the heater core.
